突然、市役所から「農政局の幹部の方々との懇談会があるので出席してもらえないか」との話があり、私としては農繁期の真っ最中だったのですが、せっかく機会をいただけるので参加してきました。
いま思えば「みずほの国・防人応援隊」というヤツだったんですね。
まず出席者。
農政局次長を含め４人と、３市町の農家の代表（？）15人。他にオブザーバーとして役場職員と農協職員？。
人選の基準はわかりませんが、隣町から来た人を含めて直売所で収益を上げている人が半数を超えていて、直売にほとんど興味を持たない私は、そのメンバーの中では異色な存在。
集落営農の代表者に祀り上げられてしまった人も一人いましたが、バリバリの集落営農推進者がいなかったのがちょっと不思議。
で、内容ですが、きわめて通り一遍の意見発表会状態。
出された意見は、前述のとおり、直売所関連の方が多いため、農政全般に関する意見は少なく、直売所の売り場面積を広げるのに支援をして欲しいという意見が多い感じがしました。
私は、農政に対する意見要望として、米の３４万トンの調整保管を決めたことを批判し、米の価格政策をやめることを要望しました。しかし、小心者のため、周りの参加者やオブザーバー参加の役所の職員等に気兼ねして、理由として、「米価対策をしてしまうと、米価が下がるのを承知で生産調整に参加しない人にもメリットを与えてしまうから」などと、本意ではないことを言ってしまったのが反省点。本意は勿論、「市場原理に任せることによって、需給が安定すること（調整されること）になる。経営者が腕の見せ所になる。」
当然、他の参加者から「理屈はわかるが米価対策はして欲しい」と反論はありました(^_^)。
２時間という時間で、１５人が意見を言うわけですから当然といえば当然なのですが(いつぞやのTV番組のよう）、意見を聞いてもらうだけで、ディスカッション(質疑応答）みたいなものは無く、いかにも既成事実作成イベントの感じがありました。
